BEDFORD
BOROUGH COUNCIL (BEDFORDSHIRE COUNTY COUNCIL (BEDFORD CONTROLLED
PARKING ZONE) (PROHIBITION AND RESTRICTION OF WAITING AND LOADING
AND PARKING PLACES) {ORDER 2008) (AMENDMENT NO 3) ORPER 2009.
NOTICE IS HEREBY GIVEN that Bedford Borough
Council in exercise of their powers under sections 1(1), 2(1),
to 2(3) and 4(2) of the Road \ Traffic Regulation Act 1984
and of all other enabling powers, has made an Order which has
the following effect:
1. To extend the existing Controlled
Parking Zone to include Clarendon Street, Palmerston Street,
Beaconsfield Street and Park Road West, where parking will
be controlled at all times with exemptions for permit holders.
To create a new resident parking zone
(Zone K) covering Clarendon Street,
Palmerston Street, Beaconsfield Street and Park Road West.
3. To introduce controlled parking at
all times in the four above roads as follows:
(a) Free parking
at any time but limited to a maximum stay of 15 minutes.
(i)
On the south side of Park Road West from a point opposite
the boundary between Nos 11 & 13
Park Road West westwards to the ea stem boundary of No 38 Park
Road West.
(ii) On the south side of Park Road West
from a point opposite the eastern boundary of Beaconsfield
Street eastwards for approximately 13 metres.
(b) Parking, at any time, restricted
to permit holders only, as follows:
(i) Palmerston Street. On the east side
from a point 10 metres south of Stanley Street southwards to
a point approximately 18 metres north of Park Road West. On
the west side from a point 10 metres south of Stanley Street
southwards to a point approximately 14 metres north of Park
Road West.
(ii) Beaconsfield Street. On the east
side from a point 10 metres south of Stanley Street southwards
to a point approximately 17 metres north of Park Road West.
On the west side from a point 10 metres south of Stanley Street
southwards to a point approximately 16 metres north of Park
Road West.
(iii) Clarendon Street. Both sides from
a point 5 metres north of Stanley Street northwards to a point
2.5 metres from the northern end of Clarendon Street. On the
east side from a point 15 metres south of Stanley Street southwards
to a point approximately 18 metres north of Park Road West.
On
the west side from a point 15 metres south of Stanley Street
southwards to a point opposite the boundary of houses Nos
26 & 2& On
the west side from a point opposite the boundary of Nos 16
and 18 southwards to the southern boundary of No 2 vith Clarendon
Street.
(iv) Park Road West. On the south side
from a point opposite the eastern boundary of number 38 westwards
for approximately 78 metres. On the north side from a point
10 metres west of Beaconsfield Street westwards to a point
10 metres east of Palmerston Street. On the north side from
a point 10 metres west of Palmerston Street westwards for approximately
43 metres.

To clarify in the Order that "road" and "street" have
the same meaning for the purposes of the Order and that "wait" and "waiting" refer
to the stopping of a vehicle and it remaining at rest for some
time whether or not the driver is still in the vehicle
6 To provide further clarification within
the Order that a pay and display ticket is valid only in the
parking place in respect of which it was issued.
Date of Operation: The Order will come
into operation on 30 November 2009. Further details: of
the Order may be examined during normal office hours at Borough
Hall, Cauldwell Street, Bedford and the Town Hall, St. Paul's
Square, Bedford.
High Court Challenge: Any person who
desires to question the validity of the Order or of any provision
contained therein on the grounds that it is not within the
powers of the relevant Section of the Road Traffic Regulation
Act 1984 or on the grounds that any requirement of that Section
had not been complied with in relation to the Order may within
six weeks of the 26 November 2009 make application for the
purpose to the High Court.
20mph SPEED LIMITS.
Bedfordshire County Council proposes to make a Road Traffic
Regulation as follows
Effect of the Order: To impose 20mph speed limits on the
following lengths of roads within Bedford:-
Clarendon Street (entire length)
Park Road West (entire length)
Palmerston Street (entire length)
Beaconsfield Street (entire length)
Stanley Street (entire length)
Garfield Street (entire length)
Gladstone Street (entire length)
Salisbury Street (entire length)
Park Road North (entire length)
Foster Hill Road (north of its junction with Park Avenue)
Traffic Speeds
A survey in September 2007 identified that average vehicle
speeds within the area were between 16.3 mph and 22.1
mph. This indicates that a 20mph speed limit should be
largely self-enforcing. Although some traffic calming
features already exist, it is considered more appropriate
to use a 20mph speed limit and not a 20mph zone.
Consultations
A joint consultation between Bedfordshire County Council
and Bedford Borough Council in April 2007 sought resident
views on introducing parking controls within the area,
and their support for traffic calming and speed limits.
That consultation indicate a low level of support (around
30% of respondents) for additional traffic calming, but
a higher level of support (around 60% of respondents)
for a 20mph speed limit.
Bedfordshire Police support the current proposal for a
20mph speed limit covering the residential area.
